Julie Hogg was murdered in 1989, though twice the case against prime suspect Billy Dunlop fell apart due to inconclusive evidence. When he began boasting that he couldn’t be tried again and was beyond the law, Julie’s mother Ann Ming began a campaign to change the ancient law of Double Jeopardy and get justice for her murdered daughter.
