In 1993, ten-year-old Jon Venables murdered Liverpool toddler James Bulger.
In 2001, after serving eight years in a secure children’s home, he was released on a “life licence”, when the authorities decided he posed no risk to the public.
In 2010, he was convicted on child pornography charges and returned to prison.
In this film, Albert Kirby, the detective who brought Venables to justice (along with another ten-year-old, Robert Thompson), examines the system for rehabilitating children who commit serious crimes and – in the wake of Venables’ return to jail - asks if it needs to be overhauled.
